First Strike is an extremely low-budget movie. It is one of the lowest budget movies I've ever seen. My mother would call a film like this a "3 o'clocker" because it would go virtually unseen except by night owls or insomniacs who were awake at 3 a.m.

The plot is just...sad. There is a scene (minor spoiler) in which a kid on a scooter is trying to get away from some teenagers on skateboards. Can a scooter go faster than a skateboard? Will the kid make it home in one piece? Will his mother be able to come to his rescue? Does this scene constitute a thrilling action sequence? Well, in this movie it does.

And if you're going to make a movie about bio-terrorism, (spoiler)please try to budget in an actual lab setting in which to cook up your save-the-world antidote.
